Obama generates push for Deal on arms Pact (Wall Street Journal)

?In an attempt to strengthen the support of the New START Russia, President Barack Obama nuclear weapons Treaty sent letters today to the leaders of the Senate, insisting on the fact that the Pact will not affect U.S. determination to press ahead with a missile defence system. ? ? ?

Among the main concerns of the criticisms of the Treaty could paralyse allows United States to carry out a system designed to protect the United States and their allies a missile attack. Such a system has been a favoured cause since the era Reagan conservatives. ?

?Among other things, the critics as the preamble of the Treaty to the United States concern the Russia quote 'interrelationships between strategic offensive and defensive weapons policy ".

Advocates argue that language is nothing more than a non-binding in fact statement.

As the debate on the document continues with the Senate over the weekend, some Republicans seek to change this language. Senator John Kerry (d., Massachusetts), Chairman of the Senate Foreign relations Committee and important funder of the Treaty in the Senate, has warned any change in his language would kill in force of the Treaty. ? ? ?

?In wrote in his letter, Mr. Obama "new START Treaty does no restriction on the development or deployment of our programs of Defence missile."? ? ? ?He adds, "as long as I am President, and as long as the Congress provides the necessary funds, the United States will continue to develop and deploy effective missile defenses to protect United States, our deployed forces and our allies and partners. ?."

Senator George Voinovich (r., Ohio) immediately clapped the letter from Mr Obama and announced his support for the Treaty. Mr. Voinovich had not committed prior to vote for her, but his support had been found liable.

Some opponents of the Treaty note the Russia Federation issued a statement saying that it could withdraw from the Treaty if the accumulation of a system of Defence missile American threat the Russia strategic nuclear potential.

The administration says the other party may withdraw from the Treaty in any event, so the statement does not change. U.s. officials also say the system of Defence missile will not threaten the strategic balance u.s. - Russia. ? ? ? "The United States did not and does not share the Russian statement," Mr. Obama writes.

It is unknown whether the letter from Mr Obama to change the dynamics of the process of ratification. The debate in the Senate should extend over several days. Supporters the Treaty believed that they are close to him had 67 votes needed for ratification but are far from declaring victory. ?
