WikiLeaks revelations blur policy India (Los Angeles Times)

Escape U.S. diplomatic cables sparked a political battle in India, putting the party in power on the defensive with their revelations about violations of the rights of man and religious extremism.

"I've been asked for long now [how] everyone thinks is a terrorist, State and yet they still the country back" Narendra Modi, a controversial with the Hindu nationalist Bharatiya Janata Party leader said Saturday, calling Gandhi comments "irresponsible."

"Yesterday, after cables were, he [is] clearly giving inspiration to the United States talk about pro-Pakistan," said Modi, Minister head of the State of Gujarat, who was accused of tacit support of anti-Muslim riots there in 2002.

Communications are also likely to other notch the reputation of 125 years Party Congress, which was struck by a series of corruption and scandals, influence traffic leading up to charges that his leadership was adrift.

A second cable retrieved in the Britain's Guardian newspaper disclosure made a presentation of 2005 by the International Committee of the Red Cross for then-U.s. Ambassador David Mulford on the use of torture in the Indian portion of Kashmir. Torture is illegal in India.

The presentation was based on 177 visits by the Red Cross for the detention centres in Kashmir between 2002 and 2004 involving 1,500 prisoner interviews, cited beatings, electrocution, assault sexual on prisoners, grinding of the muscles and other abuse.

Cashmere, divided between the India and Pakistan is a flashpoint between the two countries and has been the cause of two of the three concerned neighbouring nuclear wars since partition in 1947.

In the presentation, the Red Cross has reportedly expressed its concern that Indian Government had not tried to halt current "abuse" of prisoners in Kashmir.

Chief Minister Omar Abdullah, top elected official of the State of Jammu and Kashmir, said last week that the Government has a policy of zero tolerance towards torture, adding that the alleged violations occurred before, he was elected.

The Lede: Anti-Berlusconi Tweets filling top screens (NYT)

Italian have been scraping the graffiti on the walls since at least the days of ancient Pompeii, but this week, they did their part to move the concept into the 21st century with an EU Summit in Brussels.

Mixed response to the FDA on Bevacizumab (MedPageToday)

WASHINGTON — Decision the FDA, the requesting the withdrawal of the indication of bevacizumab (Avastin) breast cancer was no great surprise to many experts of breast cancer.

However, oncologists expressed mixed views about the decision. Some agreed with the FDA that four clinical trials of the drug has not demonstrated a substantive effect on metastatic breast cancer. Others worry about the potential loss of approved therapy that has helped some patients.

Others simply expressed disappointment and frustration with research into more effective treatments for metastatic breast cancer.

"We all have seen patients who have clearly benefited the addition of AVASTIN to chemotherapy in this context," Gary Lyman, MD, Duke University in Durham, N.C., said MedPage Today in an email. "The major problem is that we do not have a biomarker or an indicator which will benefit and who will only further experience, sometimes serious, toxicity, as we have for agents hormones, trastuzumab (Herceptin) and others.

"Bevacizumab is clearly active in other cancers, and will continue to be available but will be limited role in breast cancer until we have a marker to indicate who will be without doubt benefit," he said.

Lyman sitting on the FDA oncology drugs Advisory Committee (ODAC) who voted against the approval full of bevacizumab for use in combination with chemotherapy for metastatic breast cancer.

The voting seems to fly to positive results in clinical trial E2100, conducted by the Eastern Cooperative Oncology Group. That trial has caused a wave of enthusiasm in the breast cancer community by showing an increase of double (SFP) progression-free survival in patients treated with paclitaxel more bevacizumab versus paclitaxel alone.

"The vote does not grant full approval of bevacizumab for first-line metastatic breast cancer is one of the most heartbreaking those that I can remember," Lyman said. "We were all enthusiastic E2100 previous results in combination with paclitaxel and recommended for accelerated approval pending additional test data.

Unfortunately, none of the trials showed an impact on survival of patients and the impact on the progression of the disease was much more modest - or non-existent - compared to the original test. In addition, it y little or no data suggesting an impact on the quality of life of the patient or other outcomes in patients concerned. »

Francisco Esteva, MD, the MD Anderson Cancer Center in Houston, Texas. also deplored the failure of the other three clinical trials to confirm or build on the results of E2100, as well as the absence of biomarkers to identify patients most likely to benefit from bevacizumab.

"There was a small improvement in progression-free survival and no improvement in overall survival, I'm surprised the FDA step took this action, but of course, I'm disappointed," Esteva said in an interview with MedPage today. "We must therapies more, not less."

Breast surgeon Susan Love, MD, Santa Monica, California, said noted shortcomings in the current approach to drug development FDA decision points.

"I think that the FDA is right." We have spent far too much energy on drugs which only add a month or two to the lives of women and consider even felt during this time the woman "love said today MedPage e-mail." "More is not always better." We must be finding medicines which are shots of circuit, not very slightly better, and we must find the cause of the disease and stop it.

Dallas oncologist David Euhus, MD, echoed the sentiments of love in an email.

As with any targeted therapy, Avastin is efficient in the subgroup of patients with breast cancer are dependent on track, the blocks of the agent,"said Euhus, of the University of Texas Southwestern Medical Center. "A"one-size-fits-all"approach is not viable in the modern era of personalized medicine."

"I am very concerned that pharmaceutical companies have an economic interest in the advancement of agents for which they can get very broad indications of only." This will create a bottleneck in the testing and licensing of targeted therapies, "Euhus said MedPage today."

Some observers have different concerns the decision by the FDA. Edith Perez, M.D., Jacksonville, Florida, Mayo Clinic said the FDA changed the rules of assessment bevacizumab.

"I am very troubled by this situation, Perez said in an interview with MedPage Today at the San Antonio Breast cancer Symposium before the announcement of the FDA." Clinical trials have been designed for progression-free survival, and they have shown an advantage. The FDA now seems to be rethinking the situation, saying that the drug did not improve overall survival.

Issues are more complex, 60% of patients originally assigned to the chemotherapy alone went to bevacizumab for tracking, it is difficult to look at the overall survival. "I think it is unfair that bevacizumab should be removed on overall survival, because we clear the drug improves progression-free survival and improves survival statistically a year," said Perez.

Esteva also disputed review FDA bevacizumab breast cancer indication, saying that it seems that more weight is given adverse drug for its effectiveness.

Susan g. Komen for the cure, the largest organization devoted exclusively to cancer of the breast, planet is concerned about the potential effect of decision from the FDA on women who received treatment with bevacizumab.

"We want to ensure that women who are using AVASTIN, for which he works, can continue to access their insurers will continue to pay and that Roche/Genentech drug manufacturer continues to make the drug available to women by supporting patient programs and considers an expanded access program,"President Komen Elizabeth Thompson said in a statement.""

Thompson also implored breast cancer researchers to pursue the quest for biomarkers that to identify patients most likely to benefit from treatment with bevacizumab subgroups.

Genentech announced intentions to appeal the decision to request a review and public hearing. Society representatives scheduled a teleconference with media at 3 p.m. et today to discuss the decision by the FDA.

Questions of wealth: tax Cut Package can be a boom of heirs (NY Times)

By one estimate, Alan Rothschild, President of real estate, trust and estate law section of the American Bar Association, less than half of 1 percent of people who die in 2011 is affected by the estate tax. In contrast, 10.5% paid tax estate in 1977.

Even for the few who will be subject to tax, the proposed increase in the tax exemption of Don their will to give to their heirs of the tens of millions of dollars before the same real estate tax comes into play. "I think people will be seizing the opportunity for the next year," said Carol Kroch, head of wealth and financial planning at Wilmington Trust.

Reserve only for the rich is that tax compromise by Republican leaders and President Obama is set to expire within two years and return to much lower levels of exemption and a higher tax rate.

"It seems that me we are just defining us until 2009 and 2010 repetition around once more," said Mr. Rothschild. "It's the most frustrating part for me."

Yet, there is something roller-coaster year for tax on goods, which expired at the end of 2009 and, despite predictions, was reinstated ever in 2010. If the billionaires like Dan Duncan and George Steinbrenner died and their wealth is not subject to inheritance tax. And line they venerate the not-so-rich yet tax would hit more modest estates next year.

But this does not mean that rich people should ignore a multitude of problems in the short term. Here are some of the most important.

OPTIONS for 2010 According to the wording of tax inheritance in the Bill, the heirs of those who have died this year will have two options for a tax bill. If they chose to treat the succession by the tax laws in force in 2010, right, they shall calculate the capital gains on all assets of the estate to determine whether the value is above a level of the Internal Revenue Service. This "including artificial base" is any heir $ 1.3 million and 3 million to the surviving spouse.

Another option consists in applying the Act to 2011, exempt the first $ 5 million of the estate and imposing a rate of 35% on what it higher. It is much more generous than the law 2009 - an exemption of $ 3.5 million and a 45 percent - tax rates that many people have thought should be restored.

Ed Koren, a lawyer in Holland & Knight, who represented Mr. Steinbrenner until his death in July, said that for estates over $ 10 million, it is logical to calculate the capital gains tax rate is only 15 percent.

Estates that benefit most from the application of the Act of 2011 retroactively are those which had not been subjected to real estate tax under the regime of 2009 but may have been forced to pay capital gains taxes this year.

Enforcement of 2011 to successions in 2010 is also a gift to an individual estate worth more than 3.5 million, but less than 5 million. $ 1.5 Million would have been imposed last year.

WHY PLAN NOW?

Planning appropriate, much more can minimize taxes. It can help you to control what happens to your assets.

Dr. Koren has refused to comment on the details of Mr. Steinbrenner's estate, but he said the family was never in danger of losing control of the New York Yankees to pay a fee. He said: "I can say with certainty that the Yankees have been on the block this year if there is a tax on the goods".

The reason is years of diligent planning. "It must be an aggressive approach and continues," he said. "I've represented George for 22 years."

Yet without the spectre of an estate tax lawyers and accountants fear that people will be any plan. They will leave what is known in the industry as "I Love You" wills, while giving the surviving spouse.

Taking this path, however, control of rich evolving how their assets will be distributed. "Estate attorneys were hidden behind the estate tax discuss assets leaving trust to spouses," said Mr. Rothschild. "It y other less pleasant to leave assets in trust as remarriage and competence reasons."

BONANZA gift. Much is made of low how the estate tax rate is above $ 5 million exemption. Dan Kesten, Davis and Gilbert in New York City lawyer noted that a succession of $ 100 million will contribute $ 20 million less in taxes in 2011 it would have if Congress had not acted and estate tax returned to the level of 2001 - a rate of 55 percent for estates over $ 1 million.

But the problem is that the law is set to return to this level of 2001 in 2013, if nothing is done to make the permanent current figures.

The real advantage to the very rich is an increase of $ 1 million $ 5 million gift exemption. A couple who had given money to limit the exemption of old, this means that they can spend an additional $ 8 million to their heirs tax-free.

DealBook: Counsel brought Deal to recover $ 7.2 billion for the victims of Madoff (NY Times)

Jeffry PicowerJeffry Picower

14: 08 | Update federal prosecutors and the trustee responsible for recovering assets of the bankruptcy of Bernard l. Madoff institutions announced Friday that would add $ 7.2 billion available Silver to compensate victims of global finance Mr. Madoff Ponzi scheme.

Details of the agreements with the succession of Jeffry M. Picower philanthropist of Palm Beach, who died in October 2009, were released in the documents of the Court and a press conference in Lower Manhattan.

The colonies "will return every penny received nearly 35 years of investing with Bernard Madoff," wife of Mr. Picower, Barbara, said in a statement released by his lawyer, William d. Zabel of Schulte Roth & Zabel.

Irving Picard and 2.2 billion dollars in federal funds victims to resolve legal action filed last year, according to the Prosecutor Mr. Picard and for the southern district, Preet Bharara United States Picower succession will pay $ 5 billion to the trustee.

7.2 Billions of dollars recovered distribute Madoff clients with valid requests, Mr. Picard said in a release.  He said to the press conference that he expected to make a distribution to victims at the end of the first quarter of next year.

Mr. Bharara congratulated Ms. Picower for having agreed to the settlement. "Turning every penny of 7.2 billion at the end it."
"husband received" he said, "Barbara Picower has done the right thing".

The amount considerably broadens 2.3 billion dollars that Mr. Picard had already collected through sales settlements and other assets in the Madoff bankruptcy.  The figure represents the difference between money Mr. Picower his account Madoff and the amount he withdrew the duration of the fraud, according to litigation filed the year last by Mr. Picard.

Mr. Bharara told the colony is the largest single confiscation in American legal history.

Call the "deplorable", said Ms. Picower Madoff scheme in her statement that she was convinced that her husband had not been involved, but gains return is the right thing to do.

"I believe that regulation honors this Jeffry would have liked, which is back this money so that it can go directly to the victims of Madoff", she said, adding she planned to resume the "philanthropic work which was so important to Jeffry and me".

Ron Stein, President of the network action and investor protection, a group created to help the victims said that he hoped that the success of recovery efforts help spare innocent Madoff investors who have also been sued by Mr. Picard.

"It is clear that the trustee will exceed expectations in its colonies with the accomplice," said Mr. Stein, "and there is no reason why he should continue greenhouse investors back who played no role in fraud.

Complex negotiations conclude the case the trustee against Mr. Picower, involved Mr. Picard, lawyers working for Mr. Bharara federal prosecutors and lawyers in the firm Schulte Roth & Zabel. Settlement talks were already underway when Mr. Picower, who had suffered from Parkinson's disease and had a history of heart ailments, was found dead in his Palm Beach oceanfront mansion pool on 25 October 2009.

The enormous amount involved is certainly plausible: a confidential letter from Goldman Sachs, requested as part of settlement talks extended, confirmed that Mr. Picower was "a valuable client of our investment management Division since close to three decades", and that during this time, it had generated legitimate investment returns of more than 2 billion dollars,"primarily by"self-directed investments in public equities."

A person with knowledge of Goldman Sachs said that 4.5 billion in "unrealized gains" research by Mr. Picower account to the Cabinet at the time of his death.

For a great investor, Mr. Picower had long flown under the radar of Wall Street. Before it appeared as one of the biggest customers of fraudulent investment advisory business by Mr. Madoff, it was known in the financial community primarily for its investments in medical technology. In 2004, a few years after that he took control of Alaris Medical Systems with a stake of approximately $ 86 million, he sold the company Cardinal Health for more than 1 billion.

The complaint against Mr. Picower last year by Mr. Picard claimed that the profit on investments with Mr. Madoff were also stellar - but it is completely false. The complaint alleges that an investor sophisticated as Mr. Picower should recognized Mr. Madoff ran a fraud, requested the return of $ 7.2 billion the amount by which Mr. recalls his Madoff Picower accounts exceeded funding was paid in during the duration of fraud.

Mr. Picard, the trustee has reported losses of money in total Madoff scheme about $ 20 billion. If that figure holds, adding Picower billion mean that investors eligible - those who have less Madoff accounts they place - could retrieve half of their losses.

Northern Korea threatens attacks more (Wall Street Journal)

Seoul, North Korea warned Friday he would more violently attack that he did so last month Seoul occurs with the island in Pyongyang South Korea artillery fire test plans.

The statement raises issues which was already considered a risky test of courage of the two Koreas to challenge the inter-Korean maritime border.

"There will be more deadly that what was done on November 23 the powerfulness and the sphere of the strike", the Korean people's army said in a statement relayed by the media State North.

Four of South Koreans are dead, including two civilians in North Korea fired artillery on Yeonpyeong, 170 at an island in the Yellow Sea, a few kilometres from Korea North coast which was controlled by the South Korea for decades.

The bombing destroys about 30 houses and damaged almost every building in the small village of the island. Most of the 1,400 inhabitants of the island left and no have not returned.

Most recent statement of North Korea also reiterated request North Korea waters which have long been controlled by Korea South near Yeonpyeong and four other islands. ""The Northern Korea says Korea South and the United States"had better reflect" on his warnings.

Korea South military and Government was not immediately respond the warning.

Korea South military announced Thursday he would again stage its monthly test artillery from his position as a seaman on the Yeonpyeong between Saturday and Tuesday, according to weather and other conditions.

South Korea wants to assert his hold Islands and water, he controlled since the end of the war of Korea in the 1950s, but officials and the public are suspicious actions would be climbing the issue in a dispute more wide.

United States closest military ally of Korea South since the war Korea, officials also worry about retaliation spiral out of control.

"That you want to reach that is for the escalation to be - we lose control of escalation,"General James Cartwright, vice Chairman of the U.S. Joint Chiefs of staff, said the Pentagon Thursday.""

Korea North after attack on 23 November claimed he fired on the island because he defended its territorial waters of South Korea shells fired in a test date here. Claim confused Korea South and its allies for some time because the monthly trial aims consistently far North Korea and its territorial waters, who South Korea was understood long several kilometres to the North of the island.

But as explanations of the Korea attack North has evolved in the following weeks, it later became clear that Northern stated that all the waters around Yeonpyeong belong to it.

Pyongyang spent years on the inter-Korean maritime border drawn at the end of the 1950s, Korea, war which instead of Yeonpyeong in the waters of the South Korea. The maritime border forces ships Korea Northern military and commercial to make a long journey westward prior to reaching the sea.

Pyongyang has tested the border multiple times since the late 1990s, with advances in naval. But the attack last month on the Korea of South-controlled Yeonpyeong Island, which lies a few miles off the coast of Northern Korea scored a violent elevation of its claims.

South Korea Member invited United Nations led by United States, who is responsible for ensuring compliance with the agreement that ended the war Korea and the media to watch the new test 1953 Armistice command.

Separately, U.S. diplomats concluded a trip to Beijing, where they met with a senior Chinese official, State Councillor Dai Bingguo, who visited the North Korean dictator Kim Jong-Il in Pyongyang last week.

Chinese media, Mr. Dai said that he believed the so-called six-party talks, a diplomatic process that began in 2003 to persuade Korea North to put an end to its pursuit of nuclear weapons should be expanded to handle other issues, including the dispute existing between the two Koreas.

The United States and South updated Korea pushed Beijing calls for a discussion of six parties on the attack on the island of Yeonpyeong. In addition to China, North Korea Korea and the United States, the six-party process also includes the Japan and the Russia. American officials have long sought to keep the six-party process on ending the pursuit of weapons of Pyongyang.

In the meantime, Governor Bill Richardson of New - Mexico spent his first full day in Pyongyang Friday. M. Richardson, a former Secretary of the U.S. energy arrived in North Korea Thursday, is a small number of former US officials receiving invitations to his authoritarian regime when it wants to send messages to the Government of the United States by official channels.

The White House said Thursday, it was not coordinated travel by Mr. Richardson in Pyongyang or former member of Congress was transporting any special message from Washington.

Why Sarah Palin harm on a double-standard tears (Atlantic)

Marika Franke-Ruta - Garance Franke-road is an editor at the Atlantic, and oversees TheAtlantic.com policy coverage. December 2010 17, 1: 22 PM ET

Sarah Palin said Friday there is a "double-standard" for female politicians who obtain verklempt on the public stage.

"I'm sure I could be a bit hit" predicts Palin on ABC "Good Morning America" on what might happen if she shocked by giving a speech on the occasion and children. Tears if often accompany House remarks pending speaker John Boehner on these topics, on the other hand, get a "pass", says.

"I know if a woman would be given a pass necessarily", Palin told Robin Roberts during a walkout at his winter home in Wasilla Alaska.

Women in politics "to be that much more difficult", said Palin.

But this right?

Of the most prominent stories about the impact of public tears on the political fate are also ancient Gran Torino Clint Eastwood polished in the eponymous film.

Today, we're flooded in Misty moments and only they seem poorly politicians is based on the recent instance sex more important to a female politician is strangled really helped his most be difficult or angry at this time would have.

Hillary Clinton could have back in New Hampshire without its vulnerable moment in a Portsmouth coffee in January 2008? Bill and Hillary Clinton have credited his emotions to a question about how she adapts paving the way to victory in the State.

And gets the nucleus of how lacrimose today's politicians are different from those in the past and a significant difference in how male and female emotional responses are interpreted.

Boehner cries when he was hurt or angry, as Ed famous Muskie made in 1972 while defending the character of the wife. He is crying because he felt too. "There are things that are very difficult to talk," Boehner said in an interview with "60 minutes" aired Sunday and renewed conversation on his weepy tracks. "Family." Children. I can't go to school. I used to go to many schools. And you see all these children autour. "Cannot talk about it".

This same excess of feeling is what motivated the tears of Clinton.

Indeed, the real enemy of women in politics is not casual expression of vulnerability, but current expressions of anger.

As on the Science Daily summarizes the latest research on this topic in 2008:

If you're running for President or seeking employment office, you cannot afford to angry if you are a woman, psychologist at the University of Yale Victoria Brescoll found.

Brescoll and Eric Uhlmann at Northwestern recently completed three separate studies exploring a phenomenon that can be all too familiar to women as Senator from New York Hillary Clinton: accept and even reward that angry men but women who lose their temper as less competent advice....

Clinton Presidential campaign has highlighted the issue of whether anger is wrong for a female candidate. The answer, according to studies, appears to be Yes unequivocally - unless the anger deals with the treatment of a member of the family.

"Angry woman loses status, regardless of its what position," said Brescoll. ".

No wonder that Palin - which is known for its public grievances and disputes these days perhaps more than anything else - is regarded as not qualified to be President. More it supports with and suddenly the press and his enemies more number of autumn survey.

According to Washington Post-ABC new survey today, only 8% of Americans say they would definitely vote for it should challenge the Obama President in 2012 - while 60 percent say that they would certainly not.

Perhaps it is time to give a chance to tears.

Chernobyl of Woos tourists with promise of risk "Negligible" (LiveScience.com) (Yahoo!)

The site of the nuclear accident at worst in history will be a new tourist attraction, the Ukrainian Government announced Monday (December 13). The area around Chernobyl is scheduled to open next year visitors.

Where tourists are allowed to go, they can remain for how much time and what they eat will be carefully controlled, officials say, the risk of radiation are "insignificant".

"They are properly harnessed anytime," said Vadim Chumak the Ukraine radiation medicine research centre.

Scientific research on the effects of Chernobyl at the U.S. National Cancer Institute has declined comment, refer to Chumak, but a non-affiliated biologist noted that many other adventurous holiday (think a steep climb the mountain) are not safe, either.

Benefits

A nuclear reactor exploded Ukraine, Chernobyl in 1986. Explosion hit cover of 2,000 tons reactor and vomie offshore benefits radioactive 400 times more that the bomb at Hiroshima, contaminating the most 77 miles square (200 000 square kilometres) of Europe. Approximately 600,000 people were exposed to high doses of radiation. [Among the ten biggest explosions already]

Chernobyl - highly contaminated area exclusion zone covering 19 miles (30 km) around the reactor doomed to failure - will be open to visitors next year.

"Tourist visits could be strictly controlled to ensure that the risks of radiation would be negligible," Chumak, who leads the laboratory Ukraine dosimetry external exposure Research Centre said LiveScience.

After the disaster, it was uncertain how contaminated were the environment, and pressed, the authorities have declared an arbitrary distance reactor prohibited. Later, researchers have found that some areas within the exclusion zone contained only low levels of radiation. In addition, radioactive material is disintegrates in time, and some disappear shortly after the explosion.

Still, other areas of the zone of exclusion, such as radioactive waste disposal sites, the sarcophagus covering the remains of the damaged reactor and Red forest where a large part of the radioactive material in the reactor spewed out, are still hazards. Radioactive cesium, strontium and plutonium are also still around. Plutonium is in particular expected to linger. It takes thousands of years to decay.

"However, tourist visits would be strictly will so that they would not have access to the sites with relatively high radiation levels" Chumak said. "Visitors would have been safe from the point of view radiation, as they are not free to go wherever they want."

Do not eat the fruit

Anders Moller at Université de Paris-Sud in France, evolutionary biologist and ecologist said he spent one to three weeks in the exclusion zone each year for the past two decades, to assess the effects of radiation on animals, plants and people.

"Background radiation level I experience during these visits to something like that to a doctor, Cabinet x-ray amounts" said Moller. "But extreme variations in different places are"hot"how." There is more than a difference factor of 10 000 among the cleanest in the warmest areas in the exclusion zone.

The greatest danger to the life in this region, said Moller, would consume all containing radioactive material. "It could end up in your digestive tract problems and causes,", he explained.

"I do not eat the terroir". People living in the contaminated area have this luxury and live what they grow in their gardens. I've seen with my own eyes with a Geiger counter that potatoes grown locally and onions and so forth are often contaminated. »

Tourists will have any food from the region, "and-no radioactivity in the air dust or aerosol - will be present in the areas visited by tourists," Chumak said. (People working in Chernobyl should wear respirators where there is a risk of radioactive particles in the air, and they change inbound and outbound special clothing). (They are sometimes given more comprehensive protection and masks).

A limited amount of Chernobyl tourism is already be tolerated, and taking into account of further focus the new Ukrainian Government on economic development, opening of Chernobyl tourism could pay off the coast. For example, said Chumak, participating in European Cup in 2012, to be held in the Ukraine and Poland, soccer fans might be interested to make excursions aside for Chernobyl

So what is for visitors to see? Ports of call include Chernobyl city "where artificial radiation level is low in the background of natural radiation," said Chumak. (The world is normally bathed in a low level of radiation.)

There is also a special observation terrace which considers the sarcophagus. "You get the sarcophagus, most external radiation, which justifies the use of a place far enough from the sarcophagus to limit exposure to a level two to three times the natural substance,"Chumak said.""

Tourists may also go powerhouse near see and feed on the nuclear power plant cooling pond large catfish. »

You can visit the city of Pripyat "who evacuated the aftermath of the accident," Chumak added. "Radiation levels are relatively high, but because of limited time, cumulative doses remained very low." If they travel back, tourists would be given individual measure their levels of radiation dosimeters, Chumak said.

Called Moller zone of exclusion "a ghostly place." It is strange to many ways. There are all these villages were evacuated permanently, and you can see and hear much of birds and other signs of nature.

"It's a sort of reverse ecotourism," said Tim Mousseau at the University of Carolina's southern Colombia biologist. "It might be useful to raise awareness about the potential consequences of accidents related to nuclear energy, and I think that any type of awareness, it is good.

"As long as people are informed that it is not totally risk-free, I see no problem with him." When people try and climb Mount Everest, they know hundreds of people died trying to, and they still do.

However, Moller added, "I don't know that this is where I go for my honeymoon trip."

Bank of America Corp., after combat requests that he buy certain loans began to potential settlement discussions with some of its largest investors of the mortgage.

The Group of 17 members currently in talks with largest bank nation such as measured by assets includes the Federal Reserve Bank of New York, a company owned by the Government mortgage Freddie Mac, BlackRock Inc. and Allianz are Pacific Investment Management Co. or Pimco.

BOFA_jpmReuters CEO Brian Moynihan told BofA was engaging in "at par" combat on mortgage redemption requests.

Approach to the Bank with this group appears to signal a change in tone for Chief Executive Brian Moynihan, which, in November, is committed to participate in the "daily struggle, body to body" on requests for the investor to buy up bad mortgages made before U.S. housing collapse.

Spokesperson for the Bank James Mahoney said the decision to enter into talks with the Group of investors is not incompatible with the previous approach by Mr. Moynihan.

"Our strategy has not changed", he said. "Bank of America and investors, solve these problems quickly in the interests of all." If resolution is a long-term process, or it can be speeded up, say. »

How iPhone, gadgets "Deformation" of trade data (Wall Street Journal)

BEIJING – a popular solution for current economic woes of the U.S. is America's most successful high-tech gadgets sucks the rest of the world.

CPHONEAssociated press researchers estimated that iPhone added 1.9 billion for the trade deficit with China last year. Above, an Apple store in Palo Alto, California.

However, two scholars believe iPhone as Inc. Apple - a commodity technology U.S. bestseller - added really 1.9 billion for the trade deficit with China last year.

How is this possible? Researchers say traditional ways to measure global trade produced the number but fail to take account of the complexity of global trade where the design, manufacture and Assembly of products often involve many countries.

"A distorted image" is the result, they say, that exaggerates the trade imbalances between nations.

Statistics on trade in both countries consider the iPhone, a Chinese export United States, although it is entirely designed and owned by an American company and consists largely of exhibits in the country several European and Asian. China's contribution is the last step - mounting and telephone shipping.

All $178.96 approximately the amount will be credited with big costs phone shipped to China, even if the value of the work done by the Chinese to Hon Hai Precision Industry Co. workers represents only 3.6%, or $6.50, of the total, researchers calculated in a report published this month.

An Apple spokesman said that the company refused to comment on the research.

[1215iphone]European Agency for the two University researchers have found that the Apple iPhone actually added 1.9 billion for the trade deficit with China last year.

The result is that, according to official statistics, "same hi-tech products invented by us firms will not increase u.s. exports," write Yuqing Xing and Neal Detert, two researchers at a think tank in Tokyo, Asian Development Bank Institute in their report.

This is not a problem with high-tech products, but with the way in which the exports and imports are measured, they say.

Access thousands of non-available free web-based commercial sources. To learn more

Research adds to debate on traditional trade statistics which could have consequences for the real world. Conventional trade figures are the basis of political struggles leads to Washington and Brussels what China's currency policy and its business practices would have been unfair.

"What we call"Made in China"is indeed assembled in China, but what makes the commercial value of the product comes from many countries," Pascal Lamy, Director General of the World Trade Organization said in a speech in October. "The concept of country of origin of the manufactured products gradually became obsolete.

Mr Lamy said if trade statistics have been adjusted to take account of the actual value contributed to a product by the different countries, the size of the u.s. trade deficit with China - 226.88 billion, according to the figures in the United States – would be reduced by half.

To correct this bias is difficult because it requires a detailed how products are put together knowledge.

[CHIPHONE]

Unseat imports and exports of value added in different countries can lead to some controversial conclusions. For example, some U.S. lawmakers argue that China needs to let its currency increase significantly against the US dollar to reduce the trade deficit between the two countries.

The value-added approach shows, iPhone sales are added to the US - economy rather than the subtraction, the traditional approach would entail.

Based on the sales of U.S. iPhone 11.3 million in 2009, researchers believe iPhone Chinese exports to 2.02 billion. After deducting 121.5 million in Chinese imports parts produced by American firms such as chip maker Broadcom Corp., they arrive at the figure of Chinese trade surplus of $ 1.9 billion and the trade deficit - in iPhone.

[CHIPHONE]

If China was credited only its share of the value of an iPhone production, exports to the United States for the same amount of iPhone would be a trade surplus of U.S. 48.1 million, after U.S. parties business accounting help.

Other economists say that certain aspects of the methodology of researchers may have led to exaggerate their case. The study, for example, implies that companies like Toshiba Corporation and Samsung Electronics Co. are components for iPhone fully assemblies in their country of origin.

But many vendors Apple have facilities for manufacturing in China, it is likely only a portion of the components that they build for iPhone are manufactured in China as well.

The last results are generally similar analyses made by the Center for it staff at the University of California, Irvine, trade and the manufacture of another product Apple iPod. This research has also found that Chinese labour represented only a few dollars value of iPod, even if the statistics credited trade China to produce its full value.

In a speech delivered in September in New York, Chinese Prime Minister Wen Jiabao cited research to say that trade tensions between the United States and China are exaggerated. Many of China's exports are products which are manufactured in China on the contract for foreign companies, he said, they should not criticize China for execution of a large trade surplus.

"Companies foreign-funded, including United States, are the main beneficiaries" of this system, said Mr. Wen.

House repeals "Don't ask" (WSJ)

The Assembly voted Wednesday to overturn ban on army gays openly serving in uniform, laying the groundwork for a showdown in the Senate on the repeal of the policy.

Legislators are engaged in a last-minute bid to push back the policy, called "not, ask not explain," before the end of the current legislative session. But the extent will require a minimum of 60 votes to move forward in the Senate, and previous to urge the repeal by the upper house efforts have failed to Republican opposition.

The vote of the Assembly was 250-175. 15 Republicans joined 235 Democrats in favor, while the 160 Republicans and 15 Democrats voted no.

Repeal supporters are now focusing efforts on persuading them to at least two and perhaps three Republicans in the Senate cross lines part and support the Bill.

The Senate last week fell three voice of 60 needed to overcome a Republican Flibustier greater political act of Defense which contained a measure of the repeal. Senator Susan Collins (r., Maine) and Senator Joe Lieberman (i., Conn.) presented a stand-alone Bill offering a vote top or bottom most simple abrogation.

"60 Is the name of the game here, and this is why there is effort recruiting with Republican senators," said Fred Sainz, Vice President of marketing and communications for the gay-rights group Human Rights Campaign.

Currently, more than 40 senators signed as a stand-alone Bill sponsors.

Support from Senate said the legislation now goes to the Senate as a "special message" of the House, thus eliminating the need for a procedural vote and accelerate a multi-day possible Senate vote. Support said that the Bill would probably not offer a vote in the Senate until the end of this week at the earliest.

Administration of Obama back strongly repeal. House Republicans, however, criticized for giving priority to repeal while several key - including an invoice authorization of defence, traditionally considered as "must-pass" legislation - measures expected completion democratic leaders.

In a statement floor Rep Howard "Buck" McKeon (r., California) said democratic management "has decided once more to reverse the regular order in the waning moments of this Congress" by providing a vote on the repeal of the floor without examination by the Committee of the armed forces of the Chamber.

Leader of the majority of Senate Harry Reid, d., Nev.) acknowledged Tuesday that the clock operated on the legislative calendar. "Christmas is a week on Saturday," he said. "I understand that." But I hope that Republicans include also, because we're going to do our job, regardless of how long it takes in this Congress.

Chamber open votes to repeal the ban on gays in the military (PA) (Yahoo!)

WASHINGTON--the House voted Wednesday to repeal the policy "not requested, not explain", 17 years has forced gay men wishing to serve in the armed forces to hide their sexual identity. 250-175 Vote propels the issue to the Senate for what could be the last chance for the moment to put an end to the 1993 Act which prohibits recruiters ask on sexual orientation, while prohibiting the soldiers to recognize that they are homosexual.

This is "the only law of the country which requires dishonest people or be fired if they choose to be honest," said Rep Jared Polis, D-Colo..

Senate Democratic leaders say they are committed to putting the Bill on the floor before Congress Adjourns for the year. But they are contested by the opposition of some Republicans and a formidable program which includes finishing work on legislation to fund the Government and the ratification of a treaty with the Russia nuclear weapon.

Failure to reverse policy this year may relegate the question of the incinerator return next year when the Republicans, who are much less favourable allowing openly gay individuals to serve in the armed forces, back at home and develop resistance to the Senate.

"It is time for us to act," said Nancy Pelosi Chamber President and "close the door to a fundamental injustice in our country."

Many Republicans led by Senator John McCain of Arizona, argue that it would be an error for the military to undergo a major cultural change while the nation is fighting two wars.

Implementation of a new policy is expected to begin "when our singular focus is more on preparation of combat units or combat operations", said the REP Howard "Buck" McKeon in California, top Republican on the Commission to the armed forces.

The issue was also split the military. Secretary of Defense Robert Gates and other senior military leaders support lifting restrictions on gay service, pointing to a recent study by the Pentagon showing most of the people in uniform opposed to serve with gays. But head body marine Commander General James Amos, repeating his opposition this week, saying that the lifting of the ban in time of war could cost lives. "I want to lose any marine to distraction", he said.

The White House, making a statement in support of the repeal, stressed that change would be effective only after the President, the Secretary of Defense and the Chairman of the chiefs of staff certify the application conforms to the cohesion of preparation, recruitment and retention and military unit.

The House of Commons in May was voted 234-194 to be repealed the law on a draft law of greater defence. Measure blocked twice in the Senate where Republicans have objected to invoice defence laded with contentious issues, including "not, ask explain."

Joe Solmonese, President of the rights of homosexuals, that the human rights campaign said vote Wednesday group means the Chamber confirmed for the second time that military leaders, most of the troops and the American public was told, "the only thing that counts on the battlefield is the ability to do the job."

"It's place in the Senate so that this law has failed and discriminatory to the dustbin of history," added Solmonese.

Home, featuring stand-alone Bill seeks to avoid the complications of combining a General Defense Bill. Senators Susan Collins, R-Maine and Joe Lieberman, I-Conn, are also promoting a stand-alone Bill to the Senate and supporters say that they have the 60 votes for passage if they can get it on the floor of the Senate.

A major obstacle was a Republican commitment to block any legislation until the Senate completes work on taxes and Government funding. The Senate on Wednesday passed the compromise on the extension of tax cuts made by the White House and Republicans.

More than 13,500 military were rejected by the 1993 Act.

Obama, while supporting the repeal, administration is appealing from a decision of a federal judge in California that the ban on gays serving openly in the military is unconstitutional. The administration says that Congress should return to politics. But the rights of homosexuals groups say that they will change their attention to the courts if Congress fails to act.

Prime Minister Benjamin Netanyahu was to convene his inner forum of seven senior cabinet ministers on Thursday morning, to discuss a new proposal by the United States’ Middle East envoy George Mitchell aimed at restarting indirect talks between Israel and the Palestinians.

According to the French news agency AFP, Mitchell suggested that the U.S. hold separate but "parallel" talks with both sides, for a period of six weeks. A Palestinian source told AFP Mitchell had proposed that the U.S. conduct bilateral talks with each side, rather than any direct peace negotiations.

Representatives from both sides will, under the terms of the proposal, meet separately with officials from the Obama administration, to discuss security and borders, as well as other issues.

"What is discussed with each side will not be divulged to the other, but the aim is for the U.S. administration to form an idea of what the two parties want with a view to drawing up a strategy to relaunch direct negotiations at the time it deems appropriate,” AFP quoted the Palestinian official as saying.

Mitchell was in Cairo on Wednesday, where he met with Egyptian President Hosni Mubarak, as he continues his drive to breathe new life into the moribund talks. The official Egyptian news agency MENA said Wednesday that Mubarak and Netanyahu had spoken by phone, and had discussed the stagnant peace process. Mubarak also met Wednesday with Palestinian President Mahmoud Abbas in the Egyptian capital.

Netanyahu was expected to hash out with his ministers Israel’s positions on a variety of issues considered to be at the core of the negotiations for a peace agreement with the Palestinians.

Meanwhile, foreign ministers from Arab nations came out out Wednesday against any talks between Israel and the Palestinians, direct or indirect, unless the United States takes a firm stance on the future borders of a Palestinian state.

The Palestinian Authority is also demanding that Israel reinstate its freeze on settlement construction in order for talks to go ahead, while Netanyahu has said that such a move would bring down his coalition government. His coalition comprises of right-wing parties who are staunchly opposed to any new moratorium on settlement construction, as are key members within the prime minister’s own center-right Likud party.

All the Israelis want is to have their country back. All the arabs wantis to have some place to dump the so-called palesitians who areapparently unwelcome in Jordan or Egypt which are the two countries fromwhich they come. All the muslims want is to take over another countryfor the glory of islam (they are the third group that nobody wants totalk about). So, what good will six weeks of talks do? No good at all.By the end of January, we will be still on first base with two outs andtwo strikes and two balls in an otherwise scoreless game. In themeantime, Gilad Shalit still needs to be rescued.

All that is of importance in these peace talks as the rest will thenfall into place. Fortunately due to guaranteed Israeli intractability itseems a certainty that the U.S. for all its known to be doomedinitiatives shall shortly be joining the entire international communityand this matter will be addressed where it properly should. That ofcourse being the UN. The Palestinians will most definitely not bedisappointed with the results.

Whatever outcome this has, Mitchell's patience has to be commended. Itseems so remote at this point that these parallel talks, between thesides and the USA will be effective to bridge the moribund process.Probably, both sides will be maximalist in their demands, so as to putany negotiations starting as close to their positions as possible. Tothe USA, Obama, Clinton and Mitchell, these positions will appear asirreconcilable, with no point in common. And moreover, there is a gapbetween words and deeds. The fact the USA doesn't give up out of totalexasperation is in itself something both sides will have to thankforever.

Very bad news indeed, because it means the USA isn't planning on beingmerely the messenger-boy between Abbas and Netanyahu. Rather, theAmericans will listen to each in turn and then make up its own mindwhich side is making reasonable proposals, and which side wants theEarth and the Moon and the Stars. The only reason for doing that is sothat the Americans can THEN come up with their own proposal, and thereis no doubt that this will be much, much closer to the Palestiniandemands than it will be to the Israeli demands. Indeed, dare I suggestthat it will look very, very much like a fleshed-out version of theSaudi Plan.....
